ET stands for Eastern Time. It's a catch-all term that refers to EST or EDT, whichever currently applies. If you're in an area that observes Daylight Saving Time and you're not sure whether to use EDT or EST, it's always safe to use ET. ET refers to EST when EST is the local time and EDT when EDT is the local time.
The term Eastern Time (ET) is often used to denote the local time in areas observing either Eastern Daylight Time (EDT) or Eastern Standard Time (EST). In other words, in locations observing Daylight Saving Time (DST) during part of the year, Eastern Time is not static but switches between EDT and EST.
UTC literally stands for Universal Time Coordinated (though it is typically referred to as Coordinated Universal Time) and is the standard time common to every place in the world. It is also known as Greenwich Mean Time (GMT) and Zulu (Z). UTC is defined as the time at longitude 0 degrees, the prime meridian.
If we look at a time zone map, we see that the time zone 12 hours ahead of EST is ICT, a.k.a. Indochina Time [Zone]. From north to south, the countries located in the ICT are Russia, Mongolia, Myanmar, Vietnam, Laos, Thailand, Cambodia, and Indonesia.
Eastern Time is simply used to tell the local time in areas that observe both Eastern Daylight Time (EDT) and Eastern Standard Time (EST). If someone asks for what time it is in ET, they're asking what time is it in the time zones that observe EST or EDT.
