Make sure your heat is the same level as the requirement of the race and that you come first out of the ai’s to receive the part.
Also check on the race’s details when you hover over it that one of the rewards below cash and rep is a Volitile part. Not sure if there is a level requirement or not but thats how I got them all.

You do not need a Heat level to start a race, if someone else (in your party or game) initiates the race.
You will receive a part if you finish in the top 5. You do not need to finish first.

You unlock them by winning high heat races at night. Ultimate and ultimate+ parts won't be avaiable until you reach rep lvl50. Until then you'll only get elite+ parts. Once you win the races the game will tell you that you won a volatile part.
All of the 'Ultimate' rated upgrades (which make up 11/15 high heat race earned upgrades) can be earned via heat 3 races. The 4 items that come in Ultimate+ (cams/ecu/cooling/exhaust) however DO require that you complete heat 5 races and cannot be earned by the heat 3 races.
High Heat Races automatically scale to your car's rank when you leave the garage, so you can never be overleveled or underleveled. However, High Heat Races require two more things for entry: a heat level of 3, as mentioned, and enough money to pay for the fine if the player should get caught (usually about $10,000).

These types of races make player drive better, and allow them to get ultimate parts faster, granted they've unlocked the previous tiers. Heat Level races may seem difficult, but they actually scale the AI drivers to the player's level. Still, players should get their car to go as fast as possible.
Like most of Gran Turismo 7's features, the Tuning Shop must be unlocked by playing through the campaign, or the “Café Menus”, which is GT7's main progression system. You'll unlock better and more expensive tuning options the farther you progress.
