The Blessed Dew Talisman is one of the Talisman items in Elden Ring that can regain HP when worn.
Talisman depicting a drop of the Erdtree's sap, a blessed boon. Gradually restores HP. It was once thought that the blessed sap of the Erdtree would drip from its boughs forever - but that age of plenty swiftly came to a close, and with time, the Erdtree became more an object of faith.
Where to Get the Blessed Dew Talisman

The Blessed Dew Talisman can be obtained in Leyndell, Royal Capital, at the top of the Divine Bridge of Grace past the Site of Grace - but it is guarded by a powerful Golem. You can reach this area naturally by progressing through the capital city legacy dungeon upon reaching the Altus Plateau, or you can try to get it much earlier.
Another path to get it earlier lies at the Tower of Return, a place found in the far southwest of the Weeping Peninsula. Use the Sending Gate teleporter at the top of the tower to travel to the bridge - but you cannot explore the rest of the capital from this point.
Effects
The Blessed Dew Talisman restores 2 HP every second while it is worn, and stacks with any other healing item like Warming Stones or the Flask of Wondrous Physick.
