The Toll Relief Program, funded by Elizabeth River Crossings, is there to help ease the financial burden for users hardest hit by tolls at the Elizabeth River Tunnels.
Collect Proof of Eligibility
You must bring one proof of residency and one proof of income. Accepted documentation for proof of residency includes driver’s license, lease or mortgage paperwork, utility bill, military order. Accepted proof of incomes includes tax returns, pay stubs or a letter from your employer.

To qualify for Toll Relief, you’re required to have a Virginia E-ZPass account. You can open a Virginia E-ZPass account during enrollment, or prior to enrollment at www.ezpassva.com, by phone or in person at an E-ZPass Customer Service Center or the DriveERT Customer Care Center.

Who is eligible for the program?
To qualify for Toll Relief, participants must:
- Reside inHampton Roads*
- Earn $65,000 or less (individual income) per year
- Have or open a Virginia E-ZPass account
- Must drive a passenger vehicle (Vehicles over 2-axles are not eligible)
Proof of residency and income are required at the time of application.
*Participants must provide a street address for their residence inChesapeake, Gloucester County, Hampton, Isle of Wight County, James City County, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach, Williamsburg, York County, Franklin,Surry CountyorSouthampton.

The Virginia Department of Transportation (VDOT) and the Elizabeth River Crossing (ERC) team have developed the Toll Relief Program to administer funds from ERC intended to help ease the financial burden of tolls onHampton Roads residents hardest hit by tolls at the Elizabeth River Tunnels(ERT).
